Why Croatia
What draws remote workers here — and holds up to research.
Croatia offers a dedicated remote-work stay, a tax exemption for foreign payers, and low violent crime. We researched what the stay requires, and where partnership law stops short of marriage.
Up to 18 months, then a pause
The digital nomad stay asks for €3,622.50 a month from foreign remote work, or €43,470 in funds for 12 months. It runs up to 18 months, with no consecutive renewal and a six-month wait before you reapply.
Partnership, not marriage
The Constitution limits marriage to a woman and a man. Same-sex couples register a life partnership under the 2014 Act, with broadly marriage-equivalent effects. Hate speech is common, and enforcement is uneven.
Zagreb carries work and community
Zagreb posts 162.78 Mbps fixed and 339.60 Mbps mobile medians, 11 listed coworking spaces, and a small queer scene in the central Lower Town. No direct flights to the United States are documented.
The honest picture
Strengths and considerations — both researched.
Honest by policy: every guide gives you both columns, fully sourced.
Where Croatia is strong
- Foreign-payer work income is exempt from Croatian income tax during nomad status
- Life partnership since 2014; joint adoption open after a 2022 court ruling
- No documented HIV-specific entry, stay or residence restriction
- Violent crime is rare; homicide sits below 1 per 100,000; rated Level 1
What to weigh carefully
- No same-sex marriage; foreign marriages are recognized as life partnerships
- The stay caps at 18 months, with a six-month wait before a new application
- Bring at most one month of ART; public HIV care is not automatic for uninsured nomads
- No US–Croatia totalization agreement; budget the full 15.3% self-employment tax
